Formulary Resources, LLC develops AMCP Format-complaint dossiers for the pharmaceutical industry and provides expert assistance to health plans and PBMs in the area of improved formulary decision-making, including outsourced P&T Committee support. Formulary Resources also assists pharmaceutical companies with the provision of external perspectives and validation for dossiers they are creating. Formulary Resources’ clients include large and small pharmaceutical companies and health plans or their PBMs.

Formulary Resources’ principal, Pete Penna, PharmD are noted for their years of experience and expertise in formulary processes, pharmacoeconomics, pharmaceutical outcomes, and in managed care pharmacy programs. They have been joined by Linda Sturm, RPh, MHA, BCPS who brings extensive expertise in P&T processes, evidence based decision-making and AMCP’s Format for Formulary Submissions. They have immediate access to other experts in the Format process and in pharmacoeconomics who are available as needed to lend their expertise to build and review dossiers. Formulary Resources utilizes, as appropriate, physician and pharmacy consultants with documented clinical and methodological expertise in the development of dossiers as well as evidence-based formulary decision-making. As such, Formulary Resources is able to analyze virtually any manufacturer’s data and information and the published literature relative to efficacy, safety and economic evaluations and develop the best possible dossier or P&T monograph to highlight and communicate the value of a drug.



Pete M. Penna, Pharm.D.

Dr Penna is principal and co-founder of Formulary Resources, LLC. He has over 30 years’ experience in a variety of pharmacy settings, including hospital, retail, academia, and managed care.

Dr. Penna served as Vice President of Pharmacy at CIGNA HealthCare. He was responsible for all aspects of the pharmacy benefit for 8 million lives, including strategic planning, clinical programs, contracting, formulary processes, benefit design, mail service, etc. He served as a member of and chair of their Pharmacy and Therapeutics committee during this time, and directed the staff supporting the Committee.

Prior to his years at CIGNA, Dr. Penna was Director of Pharmacy at Group Health Cooperative of Puget Sound. He served as a member and as chair of their P and T committee for over 14 years, and directed the staff support function for the Committee. A founder and past president of the Academy of Managed Care Pharmacy, Dr. Penna continues to be an active member, and serves as its current treasurer. He has also served as the Director of The Foundation for Managed Care Pharmacy’s program to implement AMCPs Format for Formulary Submissions. He has published numerous articles and lectured widely on pharmacy in managed care settings.

Dr. Penna received his Pharmacy Degree from the University of California in San Francisco, where he also completed his pharmacy residency training. His interests include formulary processes, pharmacoeconomics, benefit design and clinical services in managed care.

Linda L. Sturm, MHA, RPh, BCPS

Ms. Sturm is Director of Clinical Services for Formulary Resources, LLC. She has over 15 years’ experience in a variety of pharmacy settings, including hospital, retail, academia, and managed care.

Prior to joining Formulary Resources, Ms. Sturm served as Clinical Programs Manager for the Regence Group in Seattle Washington. There, she was primarily responsible for formulary, clinical programs, benefits design, and strategic planning for 3.2 million lives. The Regence Group is best known as the originator of the AMCP Format for Formulary Submissions.

Ms. Sturm received her pharmacy degree and Masters of Health Services Administration from the University of Washington. While obtaining her Masters program, she concurrently completed a 2-year hospital pharmacy residency at Group Health Cooperative of Puget Sound. Ms. Sturm has maintained board certification as a Pharmacotherapy Specialist since 1994.

Alane Louie, PharmD

Dr. Louie is a Clinical Pharmacist with Formulary Resources, LLC. She received her Doctor of Pharmacy degree from the University of Washington, Seattle, WA and completed a Pharmacy Practice Residency at the Oregon Health Sciences University Hospital, Portland, OR. Her Bachelors in Pharmacy is from Philadelphia College of Pharmacy, Philadelphia, PA. Before joining Formulary Resources, she was a Medical Information Scientist with AstraZeneca Pharmaceuticals. Previously, she was Clinical Pharmacist with drugstore.com and Infusion Pharmacist, Evergreen Pharmaceutical.
